I downloaded the list of proxy servers and followed the intructions to enter the IP address and port number of one of them in Manual proxy configuration in Firefox. As for your question regarding the problem with proxy servers, there are could be several reasons for that.

Also you can set minimum speed to 10kb, minimum uptime to 80% and finally 10 minutes as time interval. BTW if you are using Firefox then I will suggest xyzproxy Add-on. With single click can enable, disable or select any proxy from the list.
